That's an easy one.
It was Marcus Brody and he said it in Last Crusade.

Hah!
After you said it was wrong, I was wracking my brain trying to remember for a 100% fact if it was indeed Marcus who said it. So, I went and checked IMDB to see if I was right.

Yes, Indy tells his Barnett College students in The Last Crusade that 70% of all archeology is done in the library research, reading. Which leaves 30% to be divied up outside. However he also says to forget about lost cities and exotic travel, [you] don't follow maps to buried treasure and emphasises that X never ever marks the spot...competition must be fierce enough without educating potential Belloqs and Forrestals.

This is from Call of Duty: From the balcony, you reach a dining room at the foot of a flight of stairs. This seems to be a dead end, but if you look around for a moment, you'll note an eagle flashing on and off by the fireplace. Use it and an Indiana Jones-like secret passage will open up, revealing the Nazis' secret transmitting equipment. Destroy it with a hail of gunfire, and Foley and Moody will finally rejoin your little party.

Jason West who is one of the studio heads at Infinity Ward confirmed that the fireplace/radio room was a deliberate homage to Last Crusade.
