I've always assumed they are protective goggles. German soldiers in the desert often wore protective goggles as sand is a constant nuisance. Belloq would have further need of protective eyewear as an archeologist because he is often sifting through sand.

I think I see the nose piece on the goggles now, I've always gotten the impression of a highly reflective forehead!

Could be a lot of things, (i.e. sunscreen, sweatband, even glare.)

Interesting. Yes, you can clearly see they're goggles when Belloq walks into the tent to see Marion. I wouldn't have guessed anti-gas, though. Anti-sand perhaps, but not anti-gas. Good find.
