Tiger was also a strong character in the book. It makes sense that the leader of the Japanese secret service would be a strong and capable man. The Bond films have always done a solid job of providing a wide range of characters without it coming off as pandering or unnecessary. Indy has excelled at this too, though under Disney's current leadership I wonder how much longer that can last.
