What is the name on that song that plays in the episode Spring Break adventure where Indy and frank are going throuh New Mexico to go to the brothel. It has that great whistling tune it is a feel good tune. Is it avalible on any of the cds?

That's part of the original score; I don't know the cue title. It's not on any of the CDs, unfortunately.

The four volumes that got officially, commercially released cover these episodes:

Additionally, composer Curt Sobel released a promo disc of his complete score for "Transylvania, January 1918," and the LEGO Indiana Jones game uses some unreleased music from the show (there's a thread about that somewhere around here).

What is the song that plays when the flashback sequence of Mystery of the Blues begins - the song that kicks in when Indy brings us back to 1920 and we first see Sid and the band playing?

As noted, not on the CDs.

Per http://www.youngindianajonesmusic.com/cue-lists/curse-of-the-jackal the name of the unreleased track may just be "Drive South", though that may just be speculation.

... but that track is Sweetie Dear by none other than Sidney ("Sid") Bechet.
