Whenever they opted to change it I'm sure it had a lot to do with Ronald Lacey's performance, prompting Lucas and Spielberg to keep him around a little longer to die a more gruesome death at the end. And the movie is all the better for it.

Perhaps he didn't reach for the headpiece because this version of the hand had a fixed gunbarrel finger, unsuitable for grasping like the claw version. Unless it was to be played for laughs. It would have been a cool touch, just like everything else in the movie. So I, respectfully, disagree on that point.
