Mind control does fit beautifully in the cold war era. This is apparently what they think the skull will do. But take the Spalko quote with a grain of salt. For instance, if you heard the ark was "a transmitter, a radio for talking to God" before seeing Raiders, you would imagine the final scenes quite differently.

It's true, but from recent spoilers, we do know that the Soviets use the skull on Indiana Jones as a sort of psychic device. But we also know that the skull has a personality and desires of its own, ala the One Ring in LORD OF THE RINGS.

The skull(s) may behave rather erratically in the end.

This is a good point. I don't like that idea much anyway (without seeing it in context of course) since it is too similar to Indy drinking the black blood from the skull in Temple of Doom.
